Most people laugh at and with him... The writer (Johnny Speight) knew what he was doing...sadly dead now (nearly 10 years ago). He was not a racist but people often misunderstood his humour. He used humour to highlight racism, politics, injustice, prejudice etc...if you do not know this series but wish to understand post war UK then enjoy. Also....the long haired "scouser" in the pink/orange shirt is Tony Blair's father in law... ( same Tony Blair who was UK Prime Minister).
